Further to this discussion be aware that there is a revised Memorandum 38 dated 1-6-06 wherein
reference to lbs. per square inch has been deleted and the cable tension is expressed correctly in 'pounds'.

Also worth mentioning is that when doing the tensioning that the elevator should be set at neutral by whatever clever method you devise. (a light cord from the elevator trailing edge to the tip of the fin is one way).

The elevator should be set so that its weight is nullified otherwise that weight will be added to the tension and so introduce an error leading to possible over-tension.

Yes that is probably so. Most of us do this so infrequently that we don't really think about it so much. We get a tension meter and the dial reads pounds and I never stopped to think if it was inch pound, foot pounds or just pounds.

i know it is hard to find a mechanic who has a cable tentioner that goes that high

If I am remembering correctly the tension on the elevator cable is between 160 to 190 ftlbs.
