Wing tanks - Alon A2-A

I'm looking at an Alon Aircoupe the has been sitting for quite some time.  Both wing tanks look like they both have a slow seep from a couple of rivet holes.  Can the rivets be removed and new ones installed in the tank to fix this or would new tanks need to be installed?
