It sounds like you might be missing 415-40252 Cowl Bottom Cover Plate. It connects the two sides of the Lower Cowling behind the nose gear.

Some have a screw into and just behind the firewall a rivnut and a rubber bumper..

I'm finishing my first annual and fixing the sins of the past. My lower cowling behind the nose gear just kind of flops around. There is tell tale signs of what looks like a stiffener between the 2 sides. Any pictures would be helpful.
