I notice that even in this weather my RPM often drops during the mag check due to carb ice. . I need carb heat to complete the mag check and restore initial RPM.. I always give a 10-15 second shot of carb heat immediately before taking the active. If RPM decays in flight, the first response is to pull carb heat. That will usually cure it. If not, check fuel, oil pressure, cylinder head temp, ect.

The minimum RPM is a static RPM. 2050 rpm is minimum Full Throttle static run-up rpm.

Normally not. Under extreme conditions, carb heat may be needed at any power setting.
